- Launch the "Five Water Co-governance" public institution water conservation battle
Haining Airport Authority conscientiously implemented the "Five Water Co-governance" strategic deployment of the Provincial Party Committee and the Provincial Government, firmly grasped the "rush to work quickly" requirements of the Municipal Party Committee and the Municipal Government, scientifically planned, carefully deployed, pioneered and innovated, and launched the "Five Water Co-governance" battle in an all-round way. In April this year, the first public institution water resources dynamic balance monitoring system was built.
This system was jointly constructed by Haining Water Group and Hangzhou Jingda Electronics Co., Ltd., and the construction began at the end of 2014 and was completed in July 2015. The system engineering includes the reconstruction and implementation of large-caliber water meters, water meter wells, and pipe networks; remote meter reading construction and real-time monitoring of dynamic water balance and real-time warning of abnormal leakage of primary, secondary, tertiary, and quaternary water meters. The project comprehensively surveyed the specifications, routes and water supply areas of the water network in the area, centralized the transformation of all water meters into intelligent remote water meters, thoroughly checked the leakage of underground pipe networks, abandoned and updated the pipes with large corrosion, and transformed 62 intelligent water meters of various calibers, excavated and transformed 14 water meter wells, transformed 11 pipe networks, and found 4 new hidden water leakage points. The system was completed and put into operation in April this year, and immediately warned that the first and second level water balance loss rate of the administrative center reached 39.5%. After organizing systematic surveys and on-site leak detection, a hidden water leakage point in the underground pipe network was found, and the gas cutting and plugging operation was completed, achieving a monthly water saving of 2,500 tons and a monthly water saving fee of 11,000 yuan. The system's real-time water balance loss rate dropped from 39.5% to a system accuracy error of 1.3%, and the water saving benefit was very significant.
The large-caliber water meters, remote meter reading equipment and monitoring platform software used in this monitoring system are all provided by Hangzhou Jingda Company, with superior performance, advanced technology, and excellent social and economic benefits. The implementation of the system has reduced the cost of manual meter reading, greatly improved the management level of water resource use, and implemented the requirements of the demonstration unit to conduct water balance tests in the past five years into real-time water balance, providing strong data support for the early completion of water-saving indicators. It has also gained the initiative in the discovery and resolution of problems such as abnormal water use and water leakage, truly realizing technical water-saving and efficient water control, and opening up a new path for water-saving in public institutions in the "Five Water Governance" program.
